New Eagle Scout Merit Badge Requirement Added

Please note there is a new Merit Badge "Citizenship in Society" and it is one of 14 Eagle Required Merit Badges, effective July 1, 2022.  To reach the Eagle rank, a total of 21 merit badges are still required.  This change just means that there are 14 required Eagle Merit Badges, rather than 13.
